USB protocol defines two types of devices, one is the host, the other is the peripheral. The host controls the peripheral and provides it with power. In the Host shield for Arduino there is a separate chip (MAX3421E) which allows USB Host support. The USB Host shield slots in to your Arduino to turn it in to a USB Host.

There is a USB type A female connector powered with 5V as with any other USB port. The host shield draws power from the Vin pin on the Arduino.
